FIELD TRIPS

17. APPROVAL OF THE BOOKER MIDDLE SCHOOL FIELD TRIP TO ATLANTA, GEORGIA, JUNE 2, 2009 THROUGH JUNE 7, 2009
Description
This trip will allow students to learn how to be competitors in the global marketplace by enhancing their awareness of cultural differences through authentic historical education. They will participate in tours and journal reflections through hands-on historical activities.

Recommendation

That the Booker Middle School field trip to Atlanta, Georgia, on June 2, 2009 through June 7, 2009, be approved.



EXPULSIONS

18. APPROVAL OF EXPULSION CASE NO. 09-259
Description

The student listed in Expulsion Case No. 09-259 violated School Board Policy 5.32 Zero Tolerance (1)(h), Possession of Weapons, (1)(j) Possession, Use, or Sale of Controlled Substances.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until June 15, 2010.



Recommendation
That in accordance with provisions of Sections 1006.07 (1)(a)(b), Florida Statutes and School Board Policy 5.34 and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case 09-259 to expel the student referenced therein from the Sarasota County Schools be approved effective immediately for the remainder of the 2008-2009 academic year, the 2009 Summer Session, and the entire 2009-2010 academic year.

19. APPROVAL OF EXPULSION CASE NO. 08-391
Description
The student listed in Expulsion Case No. 08-391 is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On April 28, 2008, the student listed in Expulsion Case No. 08-391 violated School Board Policy 5.34(1)(g) Use of Profane/Obscene or Abusive Language/Bullying/Harassment.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until May 12, 2009.

Recommendation
That in accordance with provisions of Sections 1006.07 (1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 08-391 to expel the student referenced therein from the Sarasota County Schools be approved effective immediately until May 12 of the 2008-2009 academic year.

20. APPROVAL OF EXPULSION CASE NO. 09-012
Description
The student listed in Expulsion Case No. 09-012 is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On September 8, 2008, the student listed in Expulsion Case No. 09-012 violated School Board Policy 5.34 (1)(d) Physical Battery on Another Student.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until September 24, 2009.

That in accordance with provisions of Sections 1006.07 (1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 09-012 to expel the student referenced therein from the Sarasota County Schools be approved effective immediately for the remainder of the 2008-2009 academic year, the 2009 summer session until September 24 of the 2009-2010 academic year.

Description

The student listed in Expulsion Case No. 08-189 is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On January 18, 2008, the student listed in Expulsion Case No. 08-189 violated School Board Policy 5.322, Prohibition Against Use, Sale or Possession of Alcohol or Drugs.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until August 1, 2009.



Recommendation
That in accordance with provisions of Sections 1006.07 (1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 08-189 to expel the student referenced therein from the Sarasota County Schools be approved effective immediately for the remainder of the 2008-2009 academic year, the 2009 summer session, until August 1 of the 2009-2010 academic year.

MATERIALS MANAGEMENT

22. APPROVAL TO RE-AWARD BID #9040 FOR TANK PUMPING AND HYDRO-JETTING SERVICE
Description

The bid to provide 'Tank Pumping and Hydro-Jetting Services' was awarded to Martin Septic Service, Inc., on February 3, 2009.  The company has indicated that they are unable to meet the bid specifications so it is being re-awarded to FCS, Inc.  The bid is for a period of one year with the option to renew for two additional one-year periods.  The funds for these services are contained in the capital budget allocated to the Facilities Services Department. 



Recommendation
That the bid to provide Tank Pumping and Hydro-Jetting Services in an amount not to exceed $125,000.00, be re-awarded to FCS, Inc.

23. APPROVAL TO AWARD BID #9049 FOR GLASS PRODUCTS
Description
Bids to provide 'Glass Products' were received from three vendors on February 4, 2009.  The bids of Quality Screening Window & Door, Inc., as a primary vendor and Sarasota Glass & Mirror as a secondary vendor were the best total low bids meeting the advertised specifications based on a sealed scenario.  This bid is for a period of one year with the option to renew for two additional one-year periods.  The funds for these purchases are contained in the capital budget allocated to the Facilities Services Department.

Recommendation
That the bids of Quality Screening Window & Door, Inc., as a primary vendor and Sarasota Glass & Mirror as a secondary vendor, to provide 'Glass Products' in an amount not to exceed $30,000.00, be approved for award and purchase.

24. APPROVAL TO AWARD BID #9048 FOR HOLLOW METAL DOORS
Description
Bids to provide 'Hollow Metal Doors' were received from five vendors on February 3, 2009.  The bid of Stock Building Supply dba Hollow Metal Specialists was the best total low bid meeting the advertised specifications based on a sealed scenario.  Gator Gypsum and Suncoast Commercial Door & Hardware did not submit a signed certification page, references, or bid on all items.  J. Newtown Enterprises did not bid on all items.  This bid is for a period of one year with the option to renew for two one-year periods.  The funds for these purchases are contained in the capital budget allocated to the Facilities Services Department.

Recommendation

That the bid of Stock Building Supply dba Hollow Metal Specialists, to provide 'Hollow Metal Doors' in an amount not to exceed $150,000.00, be approved for award and purchase.

CONSTRUCTION

25. APPROVAL OF CONTRACTS WITH THE 6 TOP-RANKED DESIGN/BUILD FIRMS TO PROVIDE DESIGN/BUILD SERVICES FOR MINOR DESIGN/CONSTRUCTION PROJECTS PURSUANT TO NON-EXCLUSIVE CONTINUING CONTRACTS FOR A PERIOD OF 2 YEARS, EXTENDABLE FOR AN ADDITIONAL ONE-YEAR PERIOD
Description
The scope shall include providing professional design/build services, under the terms of individual non-exclusive two-year contracts, for selected projects.  These contracts are extendable, for one (1) additional one-year period, by mutual agreement of the parties.  On 2/3/2009 (Item #29), the Board authorized negotiations with the six (6) top-ranked firms.  On 2/13/2009, the Executive Director of Construction Services and two (2) members of the Professional Services Selection Committee (PSSC) met with representatives of [1] Jon F. Swift, Inc., [2] Magnum Builders of Sarasota, Inc., [3] McIntyre Elwell & Strammer General Contractors, Inc., [4] P.J. Hayes, Inc. dba Tandem Construction, [5] W.G. Mills, Inc. and [6] Willis A. Smith Construction, Inc. and successfully negotiated individual contracts.  These contracts have been approved by the School Board attorney and are available for review at the Construction Services Department.  The estimated cost for these services for the entire three-year period is $30,000,000.00.  Funds for these services are available through individual project accounts.

Recommendation
That the contracts with the six (6) top-ranked firms to provide Design/Build Services for Minor Design/Construction projects pursuant to individual non-exclusive continuing contracts, for a period of two (2) years, extendable for one (1) additional one-year period be approved as presented.

26. ACCEPTANCE OF GUARANTEED MAXIMUM PRICE PROPOSAL AND APPROVAL OF DESIGN/BUILD CONTRACT FOR CONSTRUCTION FOR THE OSPREY COMMUNICATIONS CENTER PROJECT
Description
Under the terms of the 3/3/2009 Board approved continuing contracts for design/build services, the Executive Director of Construction Services and the assigned project manager have successfully negotiated a contract with Magnum Builders of Sarasota, Inc. for the Osprey Communications Center project.  This contract was negotiated on 2/12/2009.  This design/build contract for construction allows for the actual construction of the referenced project.  The Guaranteed Maximum Price (GMP) of this contract is $609,084.78.  This contract, which is the standard document utilized for all of the District's design/build construction contracts, is available for review at the Construction Services Department.  The School Board attorney has approved the use of this contract.  Funds for this contract are available in the project budget account.

Recommendation

That the Guaranteed Maximum Price Proposal be accepted as presented and the Design/Build Contract for Construction for the Osprey Communications Center project be approved as presented.



27. APPROVAL AND/OR RATIFICATION OF CONSTRUCTION SERVICES CHANGE ORDER(S)
Description
The Construction Services Change Order(s) are summarized on the enclosure for ease of review.  These change order(s) collectively total a reduction of $594,640.42 in contract amounts.

FINANCE

28. APPROVAL OF THE SUPERINTENDENT'S FINANCIAL STATEMENTS FOR THE MONTH ENDING JANUARY 31, 2009
Description
The Superintendent's Financial Statements for the month ending January 31, 2009, does not reflect any unexpected trends at the mid point of the 2008-09 fiscal year.  The negative trend in the General Fund has reversed itself.  However, deficit spending in the General Fund will continue in future months as fund balance has been budgeted to decrease this fiscal year due to State revenue shortfalls and reduced property tax revenues.  The Food Service Fund shows a decrease in revenue of 0.74% year to date.  This is to be expected as student enrollment has decreased.  The money the District receives through the Free and Reduced Meals Program has increased approximately 18%, but revenues received from students paying full price or purchasing al a carte meals has decreased almost 10%.  Expenditures have remained steady from the prior year.  The District made an arrangement with the Tax Collector in December for their office to invest some of the District tax revenue money since they are receiving a better interest rate than the District.  This is the cause of the large Due from Other Agencies amount in both the General and Capital Projects Funds.
